January 7, 2010 Minutes Heritage Trails Park District Board of Park Commissioners
Call to Order- The meeting was called to order at 4:06 PM in the newly renovated St. Marys Chamber of Commerce.
Roll Call- Present were Jim Heinrich, Dave Stilwell, Frank C. Murray and Allison Brady
Election of Officers- A motion was made by Heinrich to nominate the following slate of officers: Stilwell- President; Murray- Vice President; Heinrich- Member at large. Murray seconded the motion. All candidates accepted the nominations; the floor was closed for nominations. A vote was taken and the motion carried. Murray moved to elect the slate of officers as presented, Heinrich seconded and the motion carried.
Minutes for December 10, 2009 were presented. Murray moved to accept the minutes as presented, Heinrich seconded and the motion carried.
Financial Reports
Financial statements for December, 2009- Reviewed deposits: reimbursement #3 from COTF; interest on the CD; donation from Tri-Moraine Audubon. Brady was asked to verify the account balance and report at the next meeting.
Vouchers in the amount of $673.54 were presented. Heinrich moved to approve, Murray provided the second. The motion passed. c. Budget Adjustment- Brady reported on a final adjustment requested on 12/30/09 for salary and Medicare.
Old Business
Planning with T. Brugeman- Due to a snow storm, Brugeman was unable to attend. The lists of assets, opportunities, organizations were reviewed, discussed and corrected. Discussed creating a fact sheet and survey to gather public input in the planning process. Surveys could be on line, by mail or in person at meetings. Brady along with Commissioners would attend public meetings to introduce the survey and gather information. Discussed the importance of identifying residency of individuals filling out the survey by asking for address, name, and voter registration. The design and finished size of the plan was discussed. No decision was reached. Brady will collect surveys from other park districts for ideas. Stilwell offered to help set up the survey on the web and mentioned the MECCA survey.
COTF- #048- Buehler Asphalt provided a bid for paving Towpath Trail north from Lock 14 Park. The bid of $25,000 included purchase of aggregate and labor for 2,500 feet of trail. The park district will provide the geo textile fabric and staples. This bid would get the trail half way to SR 66. Discussed laying fewer courses of aggregate and laying more trail. Commissioners want to get this grant finished. They instructed Brady not to apply for additional Clean Ohio Trail funds in this funding cycle. Heinrich moved to have Brady proceed to negotiate a solution to finish this grant and get the best possible outcome. Murray seconded the motion and it passed. Brady will see if ODNR can provide engineering estimates for trail work on DNR lands.
New Business
Meeting schedule for 2010- Commissioners looked ahead to select meeting dates for the year. Most meetings will be on the first Thursday of each month. Where there is a holiday or other conflict the second Thursday was selected. Brady will provide the schedule to commissioners and the press.
This was our first meeting at the newly renovated St. Marys Chamber of Commerce. The meeting room, refreshments and AV equipment worked great however we need access to the front door for a handicap accessible entrance. Meetings in Wapakoneta will also be considered.
Executive Director’s Report a. Activity report was presented by Brady. We were able to get coverage from 2 news papers for the Year in Review meeting. Murray provided equipment and labor to deliver a desk to the park office. The desk was a much appreciated donation from the St. Marys Chamber of Commerce. b. OPRA conference January 24- Murray, Stilwell and Brady will be attending the Board Development Institute. Details for this trip will be forth coming.
